The «Institute of Environmental Survey, Planning and Assessment» provides services concerning environmental design during all stages of construction activity.
«Environmental Impact Assessment» (EIA) is a section of the final report, which is prepared to determine the risks of the potential effects of projected economic activities on natural habitat and health of the population, to assess ecological, economic and social impacts as a result of these activities or to mitigate and to prevent any adverse effects.
Eco-economic feasibility studies are compulsory during the elaboration of the pre-investment feasibility study of the construction activity within the territory of the Russian Federation in compliance with the requirements, proposed in sections 3, 32, 33 of the Federal Law «On Environmental Protection» and the sections 3, 11, 12 of the Federal Law «On Environmental Expertise».
The «List of Measures on Environment Protection» is a section of the final report that is compiled in the framework of design documentation of construction activity in accordance with RF Government Regulation №87 «Guideline on development procedure, approval, validation and content of the design documentation on construction activity», SNiP 11-01-95. This chapter is underpinned by established feasibility studies and proposals, lay-outs of settlement and industrial areas planning and also engineering survey data.
This section enlightens the issues of ecological compliance in relation to the projected economic activity. It also contains design decisions in the context of environmental protection and ecological standardization, which must be taken into account during design, implementation and supervision of the projected economic activity.
The chapter «Environment Protection», being a part of the design documentation, is obliged to contain a range of proposals on the usage of natural resources in construction, concerning the prevention of adverse effects of the projected object on the environment.
The project «Sanitary protection zones» is designed for removal of detrimental effects on residential zones, taking into consideration the limits of pollutant concentrations in the air on the edge of the sanitary protection zone. Noise level, electromagnetic emission, content of the pollutants and other factors are assessed during the preparation of this project.
In compliance with SanPiN 2.2.1/184.108.40.2060-03 «Sanitary protection zones and sanitary classification of factories and other structures» preparation of the project «Establishment of sanitary protection zone» is a compulsory document for industrial enterprises. This document must be submitted jointly with the project for construction (reconstruction, re-equipment), if the enterprise is just being built or reconstructed.
The project «Sanitary protection zones» contains the rationale for the proposed boundary of the sanitary protection zone, measures for atmospheric air protection, suggestions on planting and site improvements. Furthermore, the proposals addressing the mitigation of adverse effects of industrial features in the vicinity of residential zones are elaborated within the framework of this document.
The project «Maximum permissible emission» must be composed by legal entities that operates with stationary and nonstationary sources of air pollution in compliance with the Federal Law «On Protection of Atmospheric Air». The legal entities are also obliged to perform counts of sources of pollutants discharge in the water and elaborate the document «Maximum permissible discharge», if they have such sources.
In compliance with the Law «On Production and Consumption of Wastes» self-employed entrepreneurs and legal entities must compose the «Draft Waste Generation Norms and Waste Disposal Limits» in order to decrease the amount of waste, if they are dealing with the industries involving waste management. The proposals of this document adjust the volume limits of waste allocation, time limits of their temporary accumulation and other conditions, providing environmental protection in accordance with established limits.
A high level of noise pollution, deriving from premises and their ventilation system, equipment, or motorized transport, results in negative impact on the environment. Conducting acoustic calculations is one of the activities carried out by our company.
Specialists of the «Institute of Environmental Survey, Planning and Assessment» implement contaminated site remediation projects. According to Government Resolution №140 «On Site Remediation and Sustainable Use of Topsoil», the requirements applicable to implementation of works directed to site remediation are compulsory for all legal entities and self-employed entrepreneurs, which includes foreign companies.
Moreover, the «Institute of Environmental Survey, Planning and Assessment» is engaged in such projects as «Assessment environmental risks and damage estimation», «Programmes of environmental monitoring», «Projects of hydro-technical utilities», «Projects of engineering routes communications and facilities», «Projects of construction activity management» etc.
Specialists of the «Institute of Environmental Survey, Planning and Assessment» have participated in the following works:
- environment-oriented sections of design documentation for the project: «Extension of the power capacity of a unified gas supply system of the Russian Federation for gas supply in the pipeline «South Stream»» (the Nizhni Novgorod Region, the Republic of Mordovia, the Penza Region, the Saratov Region, the Volgograd Region, the Rostov Region and the Krasnodar Territory);
- environment-oriented sections of design documentation for the construction of underground storage tanks, owned by OOO «Podzemgazprom» within the area of Bovanenkovo gas field (the Yamalo-Nenets Autonomous District);
- environment-oriented sections of design documentation for construction and infrastructure development of the wells of Dorohovskoye oil deposit (the Perm Territory).
